Empowerment Zones and Enterprise Communities refer to an area or combination of areas designated by the Housing and Urban Development (HUD) and/or the United States Department of Agriculture (USDA) which meet certain population, size and poverty criteria. Federal tax credits up to $3,000 per year per qualified employee are available to employers located in these areas.
